resolutions cleanup

Hi Kat, check out the end of Talk:Resolutions for a thought on making the list of resolutions easier to browse. I still want to see the essential resolutions translated -- particularly those that impose restrictions on users of various projects or delegate Board authority; a trimmed list will make it easier to think about what that looks like.
