Resolution:Amending the Scope of the Ombudsman Commission

Resolutions Amending the Scope of the Ombudsman Commission Feedback?
This resolution was approved by the Board of Trustees on November 7, 2015.

Resolved, that the Board of Trustees hereby approves the following expansion of the scope and authority of its previously constituted Ombudsman Commission in accordance with community consensus, that the Ombudsman Commission shall, in addition to continuing to investigate cases of privacy policy breach or CheckUser abuse for the Board, hear and investigate questions or complaints containing allegations that:

  • Local policies for CheckUser or Oversight violate or conflict with corresponding global CheckUser and Oversight policies, and
  • CheckUsers or Oversighters have violated the global CheckUser or Oversight policies.

The Ombudsman Commission will mediate between the complainant and the respondent (e.g. CheckUser, ArbCom member, Bureaucrat, Oversighter or Sysop). When legally appropriate, the Ombudsman Commission will assist Wikimedia Foundation legal staff or the Executive Director to handle the case.

When the case is litigious, the Ombudsman Commission will be in charge to educate CheckUsers, Oversighters or others about applicable Foundation and community policies.

When the Privacy Policy, Access to Nonpublic Information Policy, CheckUser Policy, or Oversight policy have been breached, the Ombudsman Commission should report to the Executive Director or designated staff and recommend a course of action (such as removal of access to tools).
